If there is a single skill that everyone has wanted to see on a universal Non-Aligned personnel, it has to be Empathy. Ever since Thought Fire, Cardassian Trap and Frame of Mind appeared in Alternate Universe, every affiliation except the Federation has felt a little short of Empaths, having to rely chiefly on Maques and Devinoni Ral (with Major Rakal for the Romulans), and giving up a Frame of Mind-ed personnel as permanently useless. The advent of the deadly Lethean Telepathic Attack in DS9, with its requirement of 2 Empathy, just increased the problem. Now we have Soto, a universal Empath with the always-useful classification of SECURITY, as well as Treachery (the treacherous affiliations can always use more, and the honorable ones can find that the occasional Treachery has its uses). Not only will he make it easier to potentially cure a Frame of Mind, but he nullifies Lethean Telepathic Attack outright. Combos:
