The quantum barriers between parallel universes are thin and variously permeable. Crossover gives you two convenient ways of incorporating the Mirror Universe and its denizens into your decks. The value of Crossover's first function is obvious: basically, on each of your turns, one of your [MQ] personnel may report to an appropriate location in the Alpha Quadrant. Crossover doesn't give you the ability to report the personnel in the first place, so you still use up your normal card play, some downloading mechanism, or Q’s Tent. Nevertheless, Crossover is the method of choice for incorporating selected [MQ] personnel into your predominantly Alpha Quadrant deck without stepping through the looking glass as such. If, however, you do fancy a trip down the rabbit hole, Crossover is still your "E" ticket. When you report one of the personnel listed, you can download a Multidimensional Transport Device to shuffle between universes almost at will. Better still, several of the personnel listed on Crossover can be downloaded by various mechanisms, so you should be able to get the Multidimensional Transport Device out very early in the game if need be.
