Because it's opponent's choice, you can do a lot with Framed for Murder. Set up powerful dilemma combos by selecting someone with just the skill needed for your next dilemma. Or you can block your opponent's attempts to complete their mission if you can remove a required skill. Maybe you can even stop a ship from moving by preventing a key personnel from helping to staff it - Enterprise-E personnel, or Vulcans aboard a Vulcan Lander. Combos:
