The formerly built-in aspects of Tal Shiar skill have been converted to an objective card that extends the same benefits to Obsidian Order and other similar skills for their respective affiliations. While it only lasts for a 3-turn countdown, that's plenty long enough to start a crucial battle against your same-affiliation opponent. In addition, it allows your "intelligence agency" personnel to be a true battle leader (not just when no other leader is around) by granting them Leadership skill, which could be useful for dilemma or mission-solving as well. If you've ever settled for single-affiliation missions to cut down on mission-stealing, you'll really appreciate its other function-protection for your multicolor, often high-point, missions. As long as your opponent wasn't shut out from seeding his own copy of that mission by yours seeding first, he can't attempt your missions while this card is in play, without an Espionage card - and no one can espionage against the Romulans. And because it's a seedable hidden agenda, you can keep your intentions secret until he actually tries to attempt one. Combos:
