Deep Space Nine's main medic may look a bit similar to other Starfleet personnel we've seen before, but he has something no other MEDICAL personnel has - MEDICAL x3. Julian was salutatorian of his class, you know. Add to that Exobiology and Biology, and you have a potent addition to your deck.
