Treaty cards are the perfect way to bring the best of two worlds to your deck. Each affiliation's unique strengths come at the expense of some distinct weaknesses. With a Treaty, you can use one affiliation to "plug the holes" of another, covering a wider variety of dilemmas and opposing strategies. You can also take two affiliations with similar strengths and combine them into a powerhouse of multiple redundancies. If one affiliation falters during the game, the other is there to carry it along.

The Romulan/Cardassian alliance is a pairing as natural as they come. The two masters of Espionage and Treachery have one of the most powerful Treaties around. It is not only seedable, it's a Hidden Agenda. You can keep it secret in the early game so your opponent won't be encouraged to use their first Q’s Tent to get The Devil, or maybe make them think it's another card - perhaps a Mirror Image or Computer Crash. Once you reveal the Treaty, your Cardassians and Romulans can unite in a powerful Espionage or battle strategy, mixing the benefits of Mission Specialists and stations. They're a perfect match!
