Vakis provides a long-awaited backup to Major Rakal and Telak for Tal Shiar skill, and just in time. Besides the old standby Quash Conspiracy, Tal Shiar skill now figures in one way to solve Intercept Renegade, doubles Flaxian Assassin's effects and enables Plans of the Tal Shiar and HQ: Defensive Measures. While V.I.P.s have a few uses, her MEDICAL skill is far more vital to the MEDICAL-deficient Romulans, and it's coupled with Biology which is both fairly rare for Romulans and increasingly important for several DS9 dilemmas. Though she has the hallmark Treachery of the Romulans, her INTEGRITY is neverthless a comfortable 5. Add a command star for ship staffing and you have an excellent addition to any Romulan deck.
