Rule notes Major Rakal's Dilemma Facts If crew meets conditions (3 Navigation), discard dilemma and continue to next. If not, place dilemma on ship; ship and crew are "stopped"; RANGE is reduced by 3. (Cumulative-ship may be affected by more than one copy of dilemma from different missions.) To remove dilemma from ship, move ship with Transporter Skill aboard to same location as Nor you control, with Science Lab site, and "beam" dilemma to site (place on site).
