Rule notes Official Runlings: Deep Space 9 / Terok Nor and Terok Nor are two versions of the same conceptual station, which is not duplicatable (see unique and universal). Thus, if a player seeds Deep Space 9 during the dilemma phase, his opponent may not seed Deep Space 9 / Terok Nor during the facility phase; it is instead placed out-of-play.
