While Diplomacy and Leadership are not exactly hard to come by, getting them with Treachery can be an uncommon and valuable addition to the right deck. While many Bajoran strategies rely on an "Honor-able" mission selection, you can take a different approach. There are a handful of Bajoran missions with Treachery requirements, and a number of Cardassian missions which your Bajorans could Espionage (for free with Resistance personnel). Vedek Winn fits right in. She also has a very useful special skill. Get her present with your opponent's personnel, and you can stop just the one they will need for your dilemmas. She's even a V.I.P., so you could use Open Diplomatic Relations to get there. It's an especially lethal tactic to use against the Federation, who have very few ways to attack the "peaceful" Vedek.
