This general will be an instant addition to almost any Romulan deck. Start with OFFICER classification and scarce Transporter Skill to get you past Maglocks and protect your ship from Orion Syndicate Bombs at space missions. Add Archaeology for any good old-fashioned Romulan planet deck. Now take his SECURITY skill and rank of general, letting him download on Romulus with Homefront or report for free at the Office of the Proconsul with equal facility.

But the icing on the cake is his special skill boosting Captain’s Log benefits on all your D'deridex-class ships. He doesn't have to be aboard any of those ships or even at the same location; he just "directs the fleet" so each D’deridex with its matching commander aboard is WEAPONS and SHIELDS +4. So the minute you download him on Romulus, he enhances your fleet. What could be simpler?

Combos:

• Velal + Captain's Log + any unique D'deridex: Every one of them has a matching commander, downloadable with Ready Room Door. With Velal in play, nearly all have WEAPONs and SHIELDS of 12 or 13, surviving a Borg Ship dilemma attack, escaping damage from a Stellar Flare, and making your opponent very nervous about the prospects for his outpost's survival.
