This new dual-affiliation Klaestron ENGINEER finally gives the Cardassians a way to build a Klaestron Outpost during the game without needing a treaty to use Orren Ran. He can download to Guest Quarters on a Cardassian Nor (even if you're playing Federation - just switch him to your affiliation after he's in play) and either stay there for the card draw maniplualtions or walk to the Ore Proessing Unit to Process Ore (if you're playing Cardassian). Another Diplomacy is always handy for any affiliation and he's also a good source of the relatively rare Treachery for Federation decks. His special skill, though only good once per game, can prove a very useful way to take out one of your opponent's best personnel, without battle (difficult for Federation to initiate anyway) and with a "fate worse than death" result: a captured unique personnel can't be reported again (not even a different version of the same persona) as long as you keep him alive.
