This simple interrupt adds insult to injury when you capture one of your opponent's personnel. Not only has he lost a personnel, which he may not be able to get back, but if you can get the captive to your brig, he loses 5 points. As an interrupt, it's vulnerable to Amanda Rogers, but only when just played - if he doesn't have Amanda handy, there's no way for him to nullify it later, even if you haven't yet put the prisoner in the brig.
