Quark's shifty cousin Gaila is a must-have card for virtually any Ferengi deck. For solving missions, he has the often-called for Greed (x2, no less), Smuggling and Treachery, while at the same time having ENGINEER and SECURITY for overcoming dilemmas in the process. All this, but he's still a CIVLIAN, allowing him to report for free to the Tower of Commerce or be downloaded by a Ferengi Conference.

Then consider Gaila's special download of Hidden Fighter. Among the various Ferengi and Non-Aligned ships he might download with that interrupt is Quark’s Treasure, for which he can serve as matching commander. Also, his lore lists him as an arms dealer, allowing you to play the Breen CRM114 and take advantage of its power.

• Gaila + 6th Rule of Acquisition: Gaila is great for exploiting this Rule (and his family members) as he mentions both Quark and Ishka in his lore, and is mentioned by Rom - all personnel you're likely to have in your deck already.
