An honest and upstanding Ferengi - what a novelty! While Kazago could be just another in the list of Ferengi OFFICERs, this one possesses an interesting array of skills.

Leadership is a useful dilemma-passing skill, as it will help to stave off a Surprise Assault and the deservedly popular Friendly Fire (not to mention the prospect of helping to pass Q - your opponent's, not your own). Honor is about as common in this affiliation as a sunny day on Ferenginar and will help him Secure Homeworld for his Nagus, especially when mixed with his Leadership. And do I need to speak of the value of an extra ENGINEER for passing Duonetic Field Generator? I do hope not. His stats are also solid. INTEGRITY of 7 works for Chula: The Dice, gets him past Don’t Call Me Ahab,and makes him Firestorm-proof. CUNNING of 6 is Hunter Gang-proof, and STRENGTH of 8 means that you can send him out with Solok(s) to deal with Maglock and that he can hold his own in combat.

A perverse deck-type suggests itself when you look at his skill set - A Ferengi Diphole deck!!!! (DIPlomacy, HOnor, LEadership.) Pair Kazago up with Zek and send this dynamic duo out to take on all those tasty Klingon planet missions. With a bit of Navigation (supplied by the delectable Kasidy Yates or the less delectable Prak), he can take on Cloaked Mission, Krios Suppression etc. Give him a Bat’leth (or even better the Sword of Kahless) and send Kazago to attempt Bat’leth Tournament. He may not win the tournament, but he can garner the points. Of course they'll have to use Bribery to gain entry, but that shouldn't be too hard.

So Kazago is a bit of an odd fish as Ferengi go, but provides some unusual skills for the Ferengi..
