On the face of it, this dilemma should be dead easy. It has so many ways to pass it - no fewer than 16! - that there wasn't even room for the usual OR's. Of course, most of those methods are applicable to only one affiliation, so maybe it's not as easy as it looks. President? As of the release of The Trouble With Tribbles, Federation-only, and only one. High Council Leader? Klingon, of course. And so on, for Cardassian legates, Romulan proconsuls, Ferengi Naguses and even Borg Queen (FC)s and counterparts. The only place you'll get a bit of a break with the ranks and titles is with generals (four affiliations currently have at least one general) and chancellors (Marouk is Non-Aligned, so everyone but Borg can use her). Then again, maybe you should just use PADDs. Cheap, available to everyone (even the Borg can carry a Science PADD, though a Queen would be more generally useful), can be used to solve Samaritan Snare, and, oh yes, the "affiliated" ones even enhance CUNNING.
