Although Rom's opposite number in the Mirror Universe pretended to betray Benjamin Sisko to the Intendant, his duplicity was quickly uncovered - and punished - by Security Chief Garak. Perhaps he'll fare better in your rebellion deck.

Indeed, Mr. Rom should be a staple in decks based around the 24th-century Mirror Universe Terran rebellion. Chances are good that your rebels will spend much of their time in the Badlands and the Bajor system. Mr. Rom's Navigation x2 gets you halfway through the universal Study Badlands mission, and is also required for the Badlands missions Search and Rescue and Verify Evidence. If you'd prefer to play straight Ferengi, Mr. Rom's Navigation x2 is still a boon, helping you past nasty dilemmas like Gravimetric Distortion and The Three Vipers.

SCIENCE is always a helpful skill to have around, made more valuable in a Mirror Universe deck because it helps fuel movement through the Bajoran Wormhole: Mirror Universe. But Mr. Rom's other skills, Geology and Physics, shouldn't be overlooked. This unusual combination makes Mr. Rom a valuable wall-climber both on the ground (Odo’s Cousin, Seismic Quake) and in space (Quantum Fissure).

Mr. Rom's special skill mirrors that of the other Mirror Universe Ferengi: you may download Mr. Nog when Mr. Rom leaves play. This of course makes Mr. Rom a particularly attractive redshirt. Moreover, you can force Mr. Rom back to your hand or draw deck in a variety of ways, thus fueling the download engine.
