Since you need at least one docking site on a Nor to report any cards at all there, this one will be sufficient to enable your use of the other sites reporting and/or downloading capabilities. Although it only allows ships with no staffing requirements to report, that lets you get runabouts, shuttles, and scouts into action, which will be seeing a lot more use with the DS9 expansion. Although you need no special card to let those ships "land" (dock" and "take off" (undock) from the Docking Pads-that's a built-in capability of the site - you will need such a card to let them land on planets. Fortunately, Docking Pads lets you download one such card, Establish Landing Protocols. Astute observers of DS9's layout may have noted that the stations docking pads are actually located on the Habitat Ring, not the Docking Ring as noted on the card. Accordingly, official errata declares the Docking Pads to belong in the Habitat Ring when you are playing sites. Combo:
