For the non-Borg player, opportunities to download personnel have been fairly llmited-a matching commander to his or her ship, or mission specialists. Going To The Top lets you download some fairly specific, mostly VIP types, with the only requirement being that you have two [Command] personnel together on a facility. Not too difficult a requirement to meet for any affiliation. As with a matching commander, the dignitary you download must be identified with the appropriate "title" in his or her lore or card title. That means a few personnel we "know" are Admirals, etc. are left out (but if you really want to download Mendak, you can do it with Ready Room Door to the Devoras). Alternatively, you may return one of the [Command] personnel to your hand. While at first glance this may not seem the most useful function you could have, it may come in handy as protection from an imminent battle. Combos:
