Official Runlings:

When this event is played, any damage (either rotation damage or damage markers) on the Borg Ship dilemma is transferred to the Borg Cube. See exchanging cards.

Replacement of a Borg Ship dilemma with a downloaded universal Borg Cube and the seven specified drone is not a report with crew action; you may not report additional Borg (or Equipment cards) with the seven drones.
