Official Runlings:

This personnel may "reprogram" only those android which have variable features chosen when it reported for duty. He may replace the classification and/or gender of the Soong-type Android, and may replace one or both of Lal's two selected skills with regular skills present with her at the time of reprogramming. He may reprogram androids belonging to either player, but only once during each of his owner's turns. See skills - modifying.
