For over a year, players have been asking if Ops allows you to download Non-Aligned personnel to a Nor. Although the answer is still "no," there is now a site that does allow it. The Cargo Bay not only allows Non-Aligned personnel with Navigation to report there regardless of classification, it offers an Ops-like ability to download them there, in place of a card play and sacrificing a card draw. The potential for getting key skills for overcoming dilemmas is great. Need SECURITY? Go get Thomas Paris or Krozh. Short on SCIENCE? How about Galen or T’Shonra? Looking for MEDICAL? Look no farther than Vekor. In all, you have over a dozen different Non-Aligned personnel to choose from.

The Cargo Bay isn't just for Non-Aligned personnel, however. Smuggling and Acquisition personnel of any affiliation, even one different from that of the station, have the same reporting and downloading capability there. Beyond convenient access to personnel you can use with many Rules of Acquisition, you also get an effective "backdoor" onto an opponent's station.

All these possibilities, and that's still only part of the card. You can also make "cargo runs" to this site from other facilities, allowing you to draw extra cards or download Gold-Pressed Latinum for still more possibilities.

Combos:

• Cargo Bay + Primary Supply Depot + Karemman Vessel: Use the Karemman Vessel (a freighter) to quickly and easily run the cargo you seeded at your Supply Depot to a Cargo Bay for some quick card draws.
• Cargo Bay + Gold-Pressed Latinum: After completing a cargo run, you can use some of your Latinum to buy the equipment for the next one.
• Cargo Bay + D’Ghor OR Lupaza OR Zef’No: These are just some of the personnel who can be downloaded to a Nor, then walk down to the Docking sites and use their Computer Skill to allow your ships to dock there unrestricted.
