The Romulan commander from the classic episode "Balance of Terror," Keras is loaded with powerful skills, including two special downloads, and some of the highest attributes ever found on a Romulan personnel. Leadership x2 will help get you past Friendly Fire (Romulan decks tend to be loaded with SECURITY already) and Crisis. He ups the low Romulan Honor count by one, and adds the equally useful Astrophysics and Geology for space and planet missions, respectively. With a special download of Engage Cloak, he lets you regain a seed slot while still maintaining the ability to save up the RANGE of a cloaked ship for an extended spaceline hop.
