At DecipherCon 99, a lucky group of people who attended a seminar hosted by Star Trek CCG designers Bill Martinson and Tim Ellington got a taste of what it's like to design a card. Starting with the image of the "magnificent Ferengi" staring down in horror at their erstwhile hostage, they designed a rough working dilemma dubbed "Too Many Cooks." Since then it has undergone some significant changes and acquired a new title, but it's probably still quite recognizable to the seminar participants who may not have dared to hope it would ever see the light of day. The dilemma's first significant feature isn't even in its game text: its lore mentions Empok Nor, making it a new candidate for seeding under Empok Nor to stall commandeering. Like Friendly Fire, it kills one personnel if its conditions aren't met, and those conditions are much less stringent (one Leadership). But instead of preventing commandeering attempts for two turns and then disappearing to allow a redshirt to try again, Oops! is a flat wall dilemma with a second set of conditions "to get past", and this set will require either three personnel (with [Stf] icons, and this is one place where [Cmd] can't substitute for [Stf]) or else the very specific Nog. But wait - because the dilemma goes back under Empok Nor (or the mission), you also have to meet the Leadership requirement again on your next attempt. Even the Borg will find this a stall at a planet mission. Unless the Borg Queen (FC) has already selected Leadership as her skill, or you have one of the Leadership counterparts (Dukat, Gowron, Locutus, or Tomalak of Borg) in the hive, the first scout will will be killed and you'll have to wait until your next turn either to adapt or to re-select the Queen's skill. If you don't adapt, you'll have to send three [Def] drones one by one to be "stopped" by the second set of conditions. Finally, on your third turn, they will pass the dilemma. Combos:
