Although his regular skill set is quite basic, you'll want to have those very skills in multiple in order to stand a fighting chance against today's dilemma combos. Whether you want to get rid of a Coalescent Organism, pass Odo’s Cousin, investigate some DNA Clues, or cure a Harvester Virus, you don't want to fall short of Exobiology. As one of the few [TE] Exobiology personnel, you'll want him tagging along. With that Mindmeld alongside it you're almost rid of that Horta as well! Not to mention MEDICAL-related dilemmas are ubiquitous even in the Mirror Quadrant... But of course you needn't stay there! Once in the Alpha or Gamma Quadrant Mr. Tuvok can help you feast on such missions as Eliminate Virus and Aid Fugitives. And that's even on his own, when he pulls out his Vulcan tricks you're in for a real treat! His special download of Vulcan Mindmeld lets each of your Mindmeld personnel at that location select one of your other personnel present and add that personnel's regular skills to their own until end of turn.
