The Non-Aligned may not have a homeworld to call their own, but they don't need one to use this headquarters-equivalent. Just add this to your facility to get HQ-style bonuses. No matching homeworld required. Similar to the Ferengi Tower of Commerce, once each turn, you can report a Non-Aligned CIVILIAN or V.I.P. who matches the quadrant for free, even if you've played the Council at a facility they normally couldn't report at (like a Terraforming Station). Think about it - all of a sudden, you can play for free cards like Lore, Nick Locarno, Morn, Beverly and Will, Hagath, Thomas Paris, Kes... the list goes on and on. Of course, it doesn't stop there. All those same personnel get a CUNNING +2 bonus (even if you didn't play them to the War Council). With dilemmas like Twisted and Clan People out there, that's important. Thrown in on top of all this, whenever your opponent plays Going To The Top, you get a better download - any personnel you want! (And if you want to be really mean, you could always use Quinn or Amanda Rogers to nullify the Going To The Top - you get a personnel, but they don't.) The last function gives Treachery decks a safer Kivas Fajo - Collector - just have 4 Treachery in one place, and play War Council from hand to draw up to three cards without worrying about Mirror Image, Kevin Uxbridge, or Quinn. Easily used by Cardassians, Romulans, and the Mirror Quadrant affiliations. Combos
