Until Deep Space 9 / Terok Nor, Empathy personnel have almost always been V.I.P.s or Diplomats. Altovar breaks that mold in every way. His MEDICAL classication (which can be built on with various equipment) can help overcome a wide variety of difficult dilemmas. With dilemmas like Garak Has Some Issues, DNA Clues, and Odo (DS9)'s "Cousin", his Exobiology can be just as powerful. Oddly enough, he would not be able to survive a Lethean Telepathic Attack, but with him (and another Empathy) around, you won't have to worry about that. Combo:
