In addition to OFFICER skill to lead battles (with enhanced STRENGTH if you have HQ: War Room in play), Honor for mission-solving and Geology for some of the new dilemmas, Li Nalas has two relatively easy ways to come into play. One is open to all V.I.P.s - he can report to the Guest Quarters of a Nor, or even download to the Guest Quarters on Deep Space 9 / Terok Nor if Ops is in play. The other he shares with universal Bajoran personnel; he can be seeded under Cardassia IV and "earned" like an artifact. Combo:
