Non-Aligned personnel have always been handy, and they have a lot to do in the Delta Quadrant - it's a whole new frontier out there, and new auxiliary personnel are needed. Arturis is a good start to filling in some different skills in your mission and dilemma requirements. While the Feds may not need much help (they're so smug and self-sufficient, aren't they?), the Kazon and Vidiians will welcome Arturis' help - each affiliation has only three native personnel with Anthropology, and the Vidiians have only one Diplomacy personnel to work with. With Implications and Aggressive Behaviors in the Voyager environment, every source of those skills is welcome. The double ENGINEER is always handy to tow Scows away, while Computer Skill is needed for seven different Voyager missions. Treachery will help fuel a War Council card-drawing engine, or let him download using Recruit Mercenaries. And don't forget that special download of Construct Starship - while there is no Dauntless for him to download yet, there are plenty of other Voyager ships with matching commanders to work with.
