Borg Queen could be downloaded by the following cards:

Reconnaissance Drone

(Reason: download a non-Drone personnel when you play this personnel.
Location: to hand.
Further costs: place that personnel on top of your deck.)

Ready Room Door

(Reason: download to one of your ships its matching commander.
Location: to the Captain's ship at any quadrant.)

'downloading' - possible downloads by using Borg Queen (Borg):

1st function: By using Borg Queen you can download any event or interrupt card (to hand OR into play).

Borg cards (10):

Activate Subcommands	Downloads one Borg drone, one Borg drone, and one Borg drone. Discard event and draw no cards this turn.
Cranial Transceiver Implant	Plays on your drone; it is CUNNING +2. If a Borg, once each turn, you may download any objective OR discard your current objective.
Retask	Download one Borg Cube and seven drones ( , , , , , , ) to replace any Borg Ship dilemma in play. Discard event and dilemma. Draw no card this turn.
A Change of Plans	Plays to do any or all of the following: discard your current objectiv; return it to your hand if you have Borg Queen (FC) in play; and download one Objective card.
Adapt: Modulate Shields	Plays and remains on a phaser or disruptor just used to stun or mortally wound one of your Borg. Your Borg are immune to all weapons with that exact card title.
Adapt: Negate Obstruction	Nullifies a dilemma (except a Q-related dilemma) just encountered by your Borg if your Borg encountered that dilemma (or a copy) on a previous turn.
Assimilation Tubules	Plays during battle before the winner is determined. Your Talon Drone may select one opposing mortally wounded personnel present to instead be assimilated.
Awaken	Downloads one or drone. OR Plays at start of battle to download to one of your ships at that location one drone (two if opponent initiated the battle).
Borg Kiss	Plays if you just probed for Assimilate Counterpart. Ignore result, draw probe card and probe again. OR Plays to draw one card for each on a male you've abducted.
He Will Make an Excellent Drone	Converts your counterpart to a drone. (Discard any Assimilate Counterpart objective placed on that Borg.)

Plays if you have Borg Queen (FC) or a counterpart aboard one of your ships beeing destroyed. Immediately relocate any or all crew to another of your ships in play.
