It has been observed that Fissure Research is a rather good Borg mission, with more-difficult-than-usual mission requirements, such that a non-Borg opponetn will not likely steal the mission points from the dilemma-free location a Borg player has scouted.

Well, Fissure Research isn't half as difficult to complete as it used to be. Take a look at original pilots of the Phoenix. Zefram Cochrane has Astrophysics, and Lily Sloane has Physics. Both are Alternate Universe. Both are non-aligned. That puts you just one AU personnel - any AU personnel - away from completing this mission. And it can be of the affiliation of your choice. Nearly all Federation decks use Beverly Picard, Klingons use Governor Worf, and Romulans are rarely seen without Dr. Telek R’Mor.

You might throw a Cryosatellite into the equation. Fissure Research could make a great follow-up mission after pulling Lily, Cochrane, and their aligned companion off a nearby Cryosatellite. Maybe try seeding it at Pegasus Search or Wormhole Negotiations (your opponent can't Dead End both of them). With the right Mission Specialists, you can pick up that first mission, grab Fissure Research and go for a quick spin in the Phoenix for a quick, neat victory.

And leave the Borg to take the pickings you've left at the Fissure, not the other way around. ;-)
